MIPS Board

The Board meets monthly to discuss current issues, and how MIPS can best represent the interests of members. The Board Members bring with them a broad range of relevant experience and knowledge.

 

 

MIPS Board Members

Mr. Tony Fraser, Mr. Kerry Roxburgh, Dr. Charles Steadman, Mr. William Turner, Mr. Bob Dickens, Mr. Bruce Taylor

 

Mr. William Turner (Chairman) - LLB FRCS FRACS FACLM MAICD

Mr. William Turner currently holds the position of Chairman, having previously been a Director of both Professional Insurance Australia and MIPS. He has been a successful, self-employed Orthopaedic Surgeon for over 28 years, and has gained a degree in Law which provides a strong medico-legal background.

Mr. Turner is also the current President of The Medical Protection Society of Tasmania Inc., a Director of MIPS Insurance P/L and a Director of the Winston Churchill Memorial Trust. Former positions he has held include Chairman of the Medical Advisory Board at Hobart Private Hospital, and Director of Rehab Tasmania.

 

Mr. Anthony A. Fraser - B.JURIS LLB FCIS

Mr. Tony Fraser was admitted to practice as a solicitor in 1973. After spending three years in private practice, he joined a life insurer / funds manager, initially as Legal Counsel. Over the next 20 years he was involved in senior management positions, including five years as Managing Director of the financial planning subsidiary of the parent company.

In 1998 Mr. Fraser returned to private practice, and since then has acted as principal of his own legal firm.

 

Mr. Kerry C.D. Roxburgh - B.Com MBA SDIAM

Mr. Kerry Roxburgh is a SDIA Practitioner Member - Stockbroking, and has recently completed a two-year term as CEO of E*TRADE Australia Limited where he is currently non-executive Chairman.

Prior to this appointment, Mr. Roxburgh was an Executive Director of Hongkong Bank Australia where for ten years, he held positions including Head of Corporate Finance and Executive Chairman of the group's stockbroker, James Capel Australia.

Until 1986, Mr. Roxburgh was in practice for 20 years as a chartered accountant, during which time he was Chairman of the Sydney practice of Mann Judd. He is also Chairman of Asian Express Airlines Pty Limited; a non-executive director of Professional Insurance Australia; and he has been a non-executive director of listed companies including J. Boag & Son and Climax Mining.

 

Assoc. Prof. Charles Steadman - MBBS MD FRACP MAICD RAAMC

Dr. Charles Steadman graduated from the University of Queensland in 1980. After serving as a rural medical practitioner, he returned to Brisbane and trained in Gastroenterology at the Princess Alexandra Hospital, and later as a Fulbright Scholar at the Mayo Clinic, Minnesota USA. 

Dr. Steadman is currently in private specialist practice in South Brisbane, and a Director of Queensland Gastroenterology Pty Ltd. He is Senior Visiting Gastroenterologist at the Princess Alexandra Hospital, and Associate Professor of Medicine at the University of Queensland. 

Dr Steadman is a member of the Australian Institute of Company Directors, and a medical officer in the Royal Australian Army Medical Corps. Dr Steadman was previously a member of Queensland Doctors' Mutual Committee of Management.

 

Mr. Bob Dickens - MBBS FRACS FAOrthA

Mr. Bob Dickens graduated in Medicine from Melbourne University in 1962, and then graduated as a Fellow in General Surgery from the Royal Australian College of Surgeons in 1967. Mr Dickens undertook specialist training in Orthopaedics in the UK and USA, and returned to Australia in 1972. He was then appointed to the consultant staff of the Royal Children's Hospital and the Royal Melbourne Hospital, ultimately becoming Head of the Orthopaedic Department at the RCH.

Mr. Dickens became involved in the medical indemnity industry in 1976 when he was appointed to the council of The Medical Defence Association of Victoria. He was appointed the President and Chief Executive in 1990, and retired in 2000.

Mr. Dickens was initially involved in MIPS in claims, and was subsequently appointed to the Board of MIPS in 2002.

 

Dr. Bruce E. Taylor - MDSc LDS FRACDS FADI FICD FPFA

Dr. Bruce Taylor graduated BDSc from the University of Melbourne in 1973, and entered private practice for six years. Since graduating MDSc in 1981, he practised as a specialist Orthodontist in private practice in Melbourne. His association with the University continues as a part-time senior Lecturer and Consultant.

Dr. Taylor is a past president and life member of the Australian Dental Association (Vic); was a Director of the Australian Dental Council for ten years; and is Chairman of the Policy Advisory Committee of the Professional Provident Fund. He is currently a Director of Victorian Medical Insurance Agency Ltd, and of MIPS Insurance.

Dr Troy Browning, CEO

Dr. Troy Browning - MBBS, MBA, Grad Dip Ins ANZIIF (Fellow), AFAIM, CIP
 

Dr. Troy Browning graduated with a Bachelor of Medicine and a Bachelor of Surgery from Sydney University in 1984. He participated in the Hornsby Ku-ring-gai Hospital General Practice training program, and then went on to private practice in the northern suburbs of Sydney.

Dr. Browning's involvement in the medical indemnity industry began in 1995 when he was appointed as Medico-legal Advisor and Claims Manager in the Australian operations of The MDU (Medical Defence Union) UK.

In 1997, Dr. Browning joined a Melbourne-based professional services group providing expertise and back-office support to a number of medical defence organisations and their shared insurer. In the role of General Manager of that organisation, Dr. Browning helped establish the Queensland Doctors' Mutual and MIPS Insurance, and was a director of the inaugural Board of Health Professionals Insurance Australia, later renamed MIPS Insurance.

Following a role as MIPS Chief Operating Officer, Dr. Browning was appointed as MIPS Group CEO in 2005.

Dr. Browning's other qualifications include an MBA in 1998 and a Graduate Diploma of Insurance in 2002. He is also a Fellow of the Australian and New Zealand Institute of Insurance and Finance (ANZIIF), an Associate Fellow of the Australian Institute of Management, and an ANZIIF Certified Insurance Professional.
